After installing the GM version of tvOS, I expected to see the "App Store" app in the main menu.
However, it's still missing.
Does anyone know if Apple is intentionally not allowing access to the App Store for devkit devices?

Nowhere at this moment.
Supposedly public users will need to update/install an OS when the new ones start being delivered, so I wouldn't be surprised if there is another version tvOS, beside the so called GM devs already have now. Perhaps that's when the tvOS App Store will debut.
Just keep in mind even if it does, there is a high probability it will only have 'premuim' apps, curated by Apple, w/dev's app available TBD.

yeah, this release is really strange. No time of release, no initial prices, no idea on what will be available or when is just un Apple like.
It's not release day...its order day. Release day won't be until the 30th, when the earliest of orders are expected to arrive
On the ATV site, buried under 'Games and more..." Apple says this about that:
It’s gonna be huge.
As opposed to it _is_ huge, which of course it can't be right now, so... I see an 'apps' icon, but don't see an icon for tvOS App Store yet. Perhaps it will simply appear later, without needing another OS.

Yes, you can offically purchase the AppleTV as of earlier today.
I don't hope so, but has anyone considered that our developers edition of the Apple TV may be limited and will not get the App Store and other party apps? Only usable for testing your own apps as a developer. And that that may have been the reason for it costing only one dollar/euro? Again, just a thought and I don't hope so.
Doubt that. Why would they waste the hardware like that, they want us to buy and continue to build apps so handicapping it would be asinine.

Currently the UK store says "ships in three to five days" so I expect the magic "app store" switch will be flicked any day now.
The hardware is identical to the version the proletarians will get.
