I have got my app preview in the correct format and file type, and will upload as an m4v or mp4; but when i hit save it says error wrong format; any suggestions?

Me too, I followed everything on the forums - using iMovie's app video preview mode and everything looks 100% correct.
One post said it's probably apples servers not working properly and that's the default error message that comes up, I'm hoping that's whats going on... in which case all I can do is wait a day and try again, maybe monday.

Every video I submit is getting the "wrong format" error after upload. It appears to play fine in Safari in the prepare for submission page but there is no way to save the update due to the error.
I have tried each different supported platform but all my videos are in portrait. I tried both existing videos that had been submitted previously successfully and new videos without any difference. The only way to submit an app currently is without any new videos. I am not sure one with existing vidoes will work.

The bottom line is that if you must submit an app right now, do it without any app previews. Even if it makes it through the review process the videos probably will not play correctly so you are better off without them. I will be contacting developer support on Monday.
The file type isn't likely the problem. Your videos must be the proper resolution for each
device you're uploading a preview for:

.mov,.mp4 and .mpv are acceptable. Must be 30fps, no longer than 30 seconds nor shorter than 15 seconds.
Audio must be stereo with a sample rate of 44.1hz or 48hz and either AAC format or 16/24/32 bit PCM format.
Should be encoded in .h264 with a 10-12 mps bit rate or in ProRes 442 with a progressive bit rate.

Have you attempted to add an app preview to one of your apps in the past few days? None of mine are accepted currently including ones that were accepted previously. This is a new bug because I was able to add app previews a week ago. This is a serious question. I want to know if adding app previews is working for anyone.
Summary of the error:
You add an app preview to your app while in Prepare for Submission.
The video uploads successfully and can be previewed.
When you click the Save button you get the message "Your app video preview is in the wrong format. For more information, see the Developer Guide."
My vidoes were created with QuickTime recording from iOS devices with the correct screen sizes (all were portrait mode). They were edited in iMovie using App Preview mode and shared as an App Preview. They are the correct length (slightly less than 30 seconds). Various versions of iOS between 8.0 and 9.2 were used to create the movies.
I just came across this problem too on a new app entry I created. This new app entry is basically a full version of an existing version already on the app store that is free. All the screenshots and app previews are the same, so I just need to upload the same assets. The screenshots uploaded fine, but the app preview videos which previously uploaded fine for the app that is already on the app store result in the error "Your app video preview is in the wrong format." when I click Save.
I too created the app previews from iOS devices with the correct screen sizes using QuickTime and edited them using iMovie using the App Preview mode, etc.
I'm having the virtually the same problem as GrangerFX. Created 'New App Preview' in iMovie, imported 29 sec video track, and exported as App Preview. After I click save, I get "Your app video preview is in the wrong format. For more information, see the Developer Guide."
I have the same issue. All attempts to use the correct settings result in the generic "Your app video preview is in the wrong format." error. I have tried iMovie app preview template and several other applications.
If I try to intentionally use wrong settings like wrong size or format, then I get an appropriate specific error message, but when everything should be correct, it's just the generic error message.
I just tried it again and was able to upload an app preview video and save without errors. Thanks Apple!
Looks like uploading app previews is back in working order now. I was able to successfully upload all my app previews and Save them. Apple has apparently fixed it.
I was able to save without errors. However, when I came back 15 mins later it says:
"App Video Preview Error
Some error has occurred with your app video preview."

I have same error as you. I can upload and save video...I thoght it is fine now. But later it still show errors.... The video is fine, I have used before....
I think there still has bugs.

Same problem. Apple responded to my bug on Nov 10 around 6pm EST that their developers have fixed the "wrong format" bug. But this has not seemed to fixed the "App Preview Error" problem that crops up after you've uploaded the video. 😠

I do get this message but it appears to be a bug in Safari. If I upload a new screen shot, the error often goes away. It often appears on videos I uploaded in the past and I know to work fine. In short: I am not worried about this error message. Apple will sort it with a Safari update. Try it in the latest Mac OSX beta if you have it.
I had this exact same problem. I tried exporting it with Quicktime, iMovie, and even After Effects. The only solution I found was a video editor called Blink for iPhone on the App Store. Works perfectly every time. https://appsto.re/us/9WD09.i
