Current NFC payments using Apple Pay is supported on the 6s and 6s plus. But, in-app payments are not? Is there any plans to support in-app payments using Apple Pay on the 6s and 6s plus? If so, then what is the timetable for this?

No need. iTunes Connect already has the user's credit card information.
