does phone verification violate review guidelines?

Hi,

I am working on an app that will help people connect with each other. It will require a facebook login then a phone verification in order to use the app. The reason for this is to keep the community safe and prevent "trolling", the information will not be shared with anyone.

I was reading the appstore review guidelines and seen

17.2 Apps that require users to share personal information, such as email address and date of birth, in order to function will be rejected

Does phone verification violate this rule?

A phone number is as personal as an email address.

An app that requires that users enter their phone number will likely be rejected.

On top of that, what if the app is approved and millions of people download it. Are you prepared to offer a bank of operators on the phone fielding requests for access?

thats what i thought first but if i am not mistaken whatsapp requires phone verification. thats why i couldnt be sure

Your app has to function in some way without requiring the information - but 1) that could be little more than an info page describing all the great things it will do once you provide the information 2) there have been exceptions to this requirement (e.g., Uber). I'd go with 1 - it's easier and a much better user experience.
