Are you checked in to be allowed to participate in the betas?

The first thing I suggest you try is:
- Delete all profiles (if there are any) in Settings > General > Profiles. Then leave the beta program and rejoin...
- To leave the program, go to https://beta.apple.com/sp/betaprogram/unenroll and use the link at the bottom
- Then, using Safari in on your iPhone, sign up again at https://beta.apple.com/ and try installing it again.

Sounds like you need to reset your router or, failing that, try a different network. In addition, you may also need to reset the Network settings on your phone and iPad (Settings > General > Reset > Reset Network Settings).
Having same problem. Have reset network settings, cleared browsing data and re-joined the beta program and nothing's working?
Someone will help you since I'm a Developer get too have the main configuration profile for iOS if not I can download the restore image for betas an have watch OS betas and OS X betas an tvOS Betas too.
