App Transfer - Team ID does not match

We are unable to transfer an app in the App store from one Apple Dev account to another. The following error is displayed when the current app account owner enters the Recipient information: " The recipient's Team ID does not match the Team ID associated with the Apple ID of the recipient's Team Agent.


We have checked to ensure that the Apple ID and Team ID has been completed correctly.

Im also having this issue. I am transferring an app to an enterprise account. I have triple checked that i am inputting the correct values for Apple ID and Team ID yet I still get this error.
