Can user restore In-App Purchase if the item is deleted from iTunes Connect?

I have a non-consumable In-App Purchase item, wondering what happens if the item is deleted (not removed from sale)?

Can the users purchased the item still use "Restore" to get it back?

I do not believe you can delete an IAP once it is approved.
