recurring subscriptions & VPP

With VPP, I'm assuming that you can't use Apple's normal recurring subscriptions because they use In-app purchases, and as far as I'm aware, Apple do not support In-app purchases via the Apple volume purchasing program. Therefore how are apps charging recurring subscriptions to schools? Do you have to provide a free app, and make the charges via your website? If so, are you allowed to tell schools in the app that they need to go your website to set up a subscription?

The VPP store currently seems very restrictive on business apps, as we too would like to charge a yearly subscription for our app - but not through in-app purchase, as they become cumbersome for businesses when managing their distribution. Our business clients want to be able to purchase a yearly subscription to our app, and then supply it to their staff and customers for use. Will be keen to hear if you have had any luck finding a solution for this.

Yes I think the only way to make a free app and provide a login. You don't have the right to put a link to your website in the app but of course you can say to people that it is possible elsewhere (check netflix, spotifty, ...)

Is this still the case. I have an iPad app that I've recently switched to a subscription based service however I've been contacted by a few school districts telling me they are unable to activate the subscription. This seems like a big oversight on apples's part. Why enable subscription when they can't be used everywhere?
