The problem is still there after several days and attempts to activate it while connected to different Wi-Fi networks.

Not jailbroken, original owner.

I am having the same problem. contacted apple support and they did not have the knoledge of this problem and they were unable to help.

Good news. I've fixed mine. This is how to fix your problem.

DFU mode to Restore

DFU mode is signified by having a completely black screen on the device.

Follow the seteps below:

  1. Connect the iPad to your computer and launch iTunes
  2. Turn the device OFF (hold down the power button at the top of the device)
  3. Continue to hold down the HOME button until a message appears in iTunes telling you 'an iPad is in recovery mode has been detected'
  4. Then follow simple instructions on iTunes on your computer.

Once it's recovered, you will notice that it's installed the ios 9.2.1 instead of ios 9.3

Everything will be working how it should.

Good luck.

Having same upgrade issue with ipad2 trying to activate with 9.3. Support opened a ticket and said they will get back to me. Most likely a larger problem for apple than they will publicly admit.

Has anyone gotten their ipad2 back on line since the problem with the beta version in Jan 2016. My problem is the public release on Mar 22. If apple was aware of this problem in January, why haven't they fixed on the public release 3 months later?

The very same issue with my iPad 4 mini and whatever beta version of iOS 13 I had before. It’s 14.5.1 now, but I’m unable to update, as well as I’m unable to reset it. I used the iPad for my wife’s account, then Factory Resetted it and here I am unable to register my own iPad.

The same for me. Old ipad cannot be activated. No way to do this. Stuck.
