when i try and download ios 9, it directs me to the appleid webpage. is there a way to download ios 9?

You may have to go to the member centre and agree to all the new agreements first..
I had this problem but fixed it. It redirected me to manage my Apple ID because apparently the email address on my account had never been verified.
I clicked the link to verify my email address, went through that process and then the download links started working.
(And don't forget to agree to any new contracts it redirects you to)

Same issue. I agreed to the new agreements and paid the $99 since I presume my last years account expired. Says order was processed and will be electronically delivered but haven't recieved any emails other than the order email. That was two hours ago and still doesn't show that I"m an active developer when I try to download iOS or OS X. Not sure I need to keep waiting or if maybe my order got stuck in limbo during the initial launch of the new program? My card was charged.
And if I try to re-enroll again, after entering in my info it says, "We are unable to process your request. An unknown error occurred."

I have an "old-school" appleID which is not an email address, and when I tried to resend verification email it said "Your email is already verified for use with another Apple ID". So I had to disassociate that email address from the other account before I could verify on this one. After doing that, I was able to get in and download betas.
So my guess is that the recent changes would have caused this problem for anyone using the same email address either as an Apple ID or as an Apple ID verification email address.
From what other account? I'm in the same boat as you, I have an apple ID that is not an email format. My mac.com email address is my main apple ID that I use for iTunes, iCloud, etc.
Can you elaborate a bit? I setup an "alternate" email address on my developer account and verified that adress but I'm still being redirected to the apple ID page.
Same problem, same username isn't an email address.
I would guess thay means that your *primary* email address is still failing verification. Try to re-verify it. Do you see an error message? If so, then you may have that email address associated with another Apple ID - perhaps with an Apple ID that is the same as that email address. In that case you'd need to log into that Apple ID, delete the primary email for it, and provide a new, different email address to verify it with.

I'm in the same boat with the rest of you. I checked my normal iCloud AppleID and reverified it. That worked and gave me green check marks. My ADC ID is just a shortened name, no email domain (I've had it for ~20 years). I can re-input my email address and it takes it but it comes up with the resend link and after pressing that it says that email is already verified for another address (just like others are seeing). I'm not going to change the email address for my iCloud domain, it won't accept aliases of that account, it has worked this way for the last ~10 years (originially had a different email account for it), and I see no need to go get a stupid gmail, hotmail, yahoo, or other email account to use the Apple developer connection website. Apple needs to fix this. I'm fine if they let me use my normal AppleID for ADC but they won't do that (asked years ago).
To make matters worse, I can't even download the Xcode 7 beta, which says it doesn't require an ADC account, without it telling me I have to log onto ADC. I'm not at WWDC and I would appreciate it if someone would corner a Developer management person and ask what's going on. I already sent in and received a support ticket a couple weeks ago when I first noticed it. It started before 10.10 was announced when I couldn't get into the All Downloads section without it asking for my AppleID again, going to the AppleID page and never leaving. The Apple support person said everything with my account looked fine but it wasn't.
update: I found an email address I no longer use and can't figure out how to get rid of, used that as my new email address and it finally works. I don't want to use this other email and wish Apple would quit playing around and let us use our iCloud email address for everything. Once you use an Apple domain email account as your iCloud account, you can't use another one for ADC. This doesn't make sense at all.
