Review the Apple Developer Program License Agreement.
The iOS Developer Program License Agreement and the Mac Developer Program License Agreement have been combined into a single Apple Developer Program License Agreement. To create new apps and upload binaries to the iOS and Mac App Store, the user with the Team Agent role must review and accept this agreement in the Member Center.


Anyone is facing the same issue ?
