iOS 9

It came down for me just fine a little bit ago.

I've tried from two computers at two locations and it keep redirecting me to the Apple ID settings page.

I'm seeing the same problem as birishd I've tried downloading from several computers with my account.

But it downloaded fine with our company account. I have an old-time single developer license.

I have the same problem. How to download?

I would guess thay means that your *primary* email address is still failing verification. Try to re-verify it. Do you see an error message? If so, then you may have that email address associated with another Apple ID - perhaps with an Apple ID that is the same as that email address. In that case you'd need to log into that Apple ID, delete the primary email for it, and provide a new, different email address to verify it with.

i need a link to ios 9 because the email that they sent me got moved, is there anyway i can get a new one?

I tried changing my email from my primary one to a different one. Now the site prompted me to change the login name as well to the same email as the primary email address added.

Unfortunately I wasn't able to change back to the one that I actually would like to have. So now I'm stuck using an secondary account...

But fortunately this is a confirmed fix for the situation. Now I was able to download the iOS bits from my account!

Same mine doesn't download it goes to restore but then disconnects my iphone and I get stuck on iTunes screen

The fix for me was also to alter my account email address to a new email. I don't know what apple did to my old email address, but... there it is. I tried contacting apple dev support 2 times with no response. It makes me sad.
