Is Slide Over function for iOS 9 on iPad 3rd Generation disabled. or just me?

Doesn't work on my iPad Mini (1st Gen) either.
It is not working on my iPad (4th Gen) either.
it seems most of non-Air iPad don't have the feature.
slide over function on iPad 3 is not available I believe the only devices its available is iPad Mini 2/3 iPad Air & Air 2. And split screen is only available for iPad Air 2
iPad Mini 2 it wotks, which from what i understand is as expected.
