Create an iOS certificate with Windows?

I have been developing HTML5 apps with Intel XDK. This is what they have for the iOS app cetificate: https://software.intel.com/en-us/xdk/articles/walkthrough-obtain-ios-appstore-adhoc-cert


Is there a way to create this certificate on Windows? (Sorry, I'm poor, I don't have a Mac.) Or do I need to get my $100 for the developer account back?
