SIM Required for Setup?

I'm unable to get through setup/activatation due to not having a SIM card installed. I'm using my old iPhone 5 and I don't have a SIM for it. In years past I was sure you were able to set up a device without a SIM. My device is provisioned and registered .


Does anyone have tips for getting around this issue?

Use any sim, even from one a paid card that has expired, to enable long enough to get going -
