During my issues uploading my app from this thread, I made a test app on ITC. Now I can't figure out how to delete it! I even uploaded a test executable and rejected it to get the status to "Developer Rejected", and changed the pricing page to be available nowhere starting 2016. Shouldn't there be a Delete option under the More^ menu? All the refefences I found searching the internet are from the old ITC website. Thanks,
Delete App from iTunesConnect
You can not delete an app from iTC until it has been approved. Keep in mind once you delete it you will be unable to use the same app name again.

You can hide it by one way only, remove it from sale for all countries. Greetings.
I have done this, and now i cannot re-submit my app with the same name. Are there any options? Is there a way to re-activate a deleted app so i can upload new version and keep the app name?
No. Once you delete an app, it's name goes back into the general pool for everyone but you.
In the future, take the app off sale, then change the name with an update to something throw-away, then quickly grab the original name again when adding a new app. After you've secured the new name, you can then go back and delete the app you no longer want.
