Do you want to test on that laptop or register via that laptop?
As a tester, the only thing you can do is via ad-hoc, which puts you downstream of registering devices.
Otherwise, and assuming you have a paid dev account, device registration is done via Member Center (link above)/Certificates, Identifiers and Profiles>Devices.
You'll need device UDIDs, which you can obtain via iTunes (on the mac you tap on the S/N to reveal the UDID string).
