The Apple Music app is not included on the iOS9 beta I downloaded today. Any have any insight as to when they might offer us a glipse at that? Thanks!

No word yet since its not out till june 30th i would bank for then.
It is scheduled for release on June 30th. I would suspect you would see this functionality in the next beta of iOS 9 which is typically released on a biweekly basis.
If its just the app your after, I believe the main feature of iOS8 beta 4 is the music app. You can downgrade if you wish.

The version in 8.4 beta is more or less the same as the one in 9.0 beta.
