I have been developer for a year, but when I go to download the new OS, All I am able to download is up to Yosemite.
Every time I click on enroll it says I am enrolled, but when I go to download OS 10.11 it says I neet to enroll. I am stuck in a loop!!
Go here: https://developer.apple.com/membercenter/index.action#accountSummary (Member Center then Your Account).
Scroll down and see if it says "Apple Developer Program".
I had the same problem. You need to phone developer support. When they merged iOS and OSX developmment programs they screwwed up in a few cases.
