at WWDC2015 Apple allowed that there is no need to pay $99 for testing iOS app on my iPhone.
So, I downloanded Xcode 7 beta and I want to compile and debug (play button) to my connected iPhone via cable.
It still says that I don´t have my account in Developer Program.
How I can proceed?

You probably need to have both iOS 9 and Xcode 7 for the feature to work. I'm not sure about this, though, so do check it out for yourself. I heard something about an iOS 9 public beta, but again, I'm not sure—I couldn't find anything about it on the Apple website.
Did you confirm your process w/Apple's developer documentation?
