UDID creation

I am new to this. I recently completed my first iPhone App and I am going through the process of creating the Provisioning Profile. I am stuck with the creation of the UDID. I would like to know a few simple things. I do not have an iPhone but I plan to get an iPad. Do I need to have an actual device in order to submit my App to be reviewed? Does the UDID require me to have one of those devices first? Can I use someone else's iPhone or iPad? On YouTube, someone mention about reading a number behind the iPhone or iPad and use it to create the UDID. There is a number behind there but it is extremely small, it is hard to believe that Apple expects you to use that number for something like this. I would appreciate some help. Thanks

Do you have an active paid Individual Developer Account?

You can't submit to the store without a provisioning profile. You can't create that without at least one connected device.

From the docs:

About Team Provisioning Profiles

Provisioning is the process of preparing and configuring an app to launch on devices and to use app services. <clip>

Xcode creates a team provisioning profile and its components as needed in your developer account. Xcode requests a development certificate for you if it’s missing. The development certificate is used in the team provisioning profile to identify you. A device must be registered to create a provisioning profile, so Xcode may ask you to connect an iOS or tvOS device.
