iOS 9 TTL on some WiFi routers

iOS 9 cannot route outside the local router on some WiFi networks, especially those with extenders. Networks with only 1 router seem fine.

Network analysis indicates that iOS 9 is setting TTL = 1. Minimimum should be 64.

Any ideas?
