Cannot Enroll in Apple Developer Program

Hello, for quite some time I've been trying to enroll in the Apple Developer Program. I am 18 years of age which is the age of majority in my province (Alberta, CA) but I still can't register for the Apple Developer Program. I've got like 5 apps I'm done/almost done and I'd honestly like to get submitting them before yet another iteration of Xcode comes out and I have to change the programming syntax again.

Edit: Question was, what steps can I take to become enrolled without requiring a parent/guardian (since legally, I should not be required to have one)

According to the REGISTERED APPLE DEVELOPER AGREEMENT [ https://developer.apple.com/programs/terms/registered_apple_developer_20100301.pdf, pt 1] there should be no issue about your age in that example, so there shouldn't be/aren't any, steps to take without.
