My ARD (3.8) allows control and observe, but I've noticed the following under 10.11:
All of my previous machines and lists have disappeared
It prompts for my ARD password every time I launch the app, even if I tick 'Add to Keychain'
Machines I add to the all computers list do not always appear with a blue dot next to them in the scanner to indicate they are already in the main list
Machines that are in my list often show as simply 'screen sharing available', meaning I can't run any unix commands, reports etc. Quitting and relaunching ARD can sometimes cause this to change and result in me having full functionaility against a client
Tested against 10.8 clients so far. Will test against 10.9-10.11 soon, but this will obviously not change certain things mentioned above.
Same problems you have noticed, yet if I let it sit long enough *SOME* hosts will turn dark blue and are able to be worked with, but there seems no discernable pattern as to how this happens or to which hosts it will happen to. And sometimes putting in the name/password is enough to do some operations, like a copy, but yet you still can not control them, and other times you can control them but not do other operations.
Very Frustrating! I'm surprised (ok, maybe not!) that Apple hasn't released an ARD beta as they have in the past.
I'm seeing the same behaviour as you are, I went in and deleted any other Administrators attached to each machine and each one of them came online, but I'm also seeing another big issue with the app when on 10.11 B5.
