Can you do 'Timed Publishing'?

i need to release an update but i have to set up in app products which my current version dosnt have. i need this update approved so i can set that up before it goes live. they have timed publishing which is perfect. i submit the update, it gets approved but it doesnt get distributed to the existing users before i push the button. im just hoping apple hase something similar

Yes, it's called 'Pending Developer Release'.

I'm not sure about your approach. You wrote:

Why? You can test IAP's on Xcode builds and TestFlight builds. You do not need to submit it as an update to test the IAP. Once you have your update with IAP working, you submit that update together with the IAPs and they get approved together. So, why do you need the update approved?
