I have been googling and looking through itunes connect but I don't see any play similar to the google payments system so I can look at and confirm purchases. I have someone emailing me about them paying for an item through my app but not receiving the item. How can I look up to see if they actually made this purchase?

This seems like a pretty important feature that should be obvious to find but I still do not see how to do this....
When you say they paid for an item, do you mean via IAP?
Developers have no visibility down to the individual transaction level. Apple takes user privacy very seriously. It does make it more difficult (read: impossible) to help out an individual user. Basically they are stuck having to deal with iTunes support.
At least they could allow us to check payments by invoice number. Just to see if it was paid or not. In fact end user can just photoshop invoice and claim he paid for App.
