SIM-less activation of iOS 9... how?

My daughter's iPhone 4S is a softbank phone, from Japan.

We are no longer in Japan, we do not have the SIM card, nor any that will be recognised by the phone.


Is there anyway to activate this phone with iOS 9 without a SIM?


At this point I'm dreading her waking up to find I've bricked her "phone" she users as an iPod and Camera as it's currently resisting all efforts to bypass the activation process.

Any SIM card that fits in the slot will work even if it does not have an active contract. Buy a cheap one off Amazon for a penny.

I've tried this, it doesn't work. The phone doesn't recognise the SIM.

Was that with a Softbank SIM? Phone is perhaps carrier locked?

It's locked again. I am having the same issue with my iPhone 6. My 6 is originally a Sprint model I had unlocked by Sprint that I was using with Verizon. When I upgraded to iOS 9 beta2, It reverted right back to Sprint and even changed the policy Verizon back to Sprint. I call Apple tech support and spoke with a Senior Advisor and had an RTA submitted to change the policy of the phone from Spint back to Verizon. The reason I am going this route is because Apple sees in their system that my 6 is still unlocked and so does Sprint. Hopefully this works. I'll let you know if it does.

The fix to my similitar issue was going in to an Apple store and using their computer to restore my iPhone. That activated my phone and changed the policy back to Verizon from Sprint. I even upgraded to iOS 9 beta 2 again in the store with my computer and it activated just fine with my Verizon policy. Hope this helps.

I have a similar issue. My phone is locked to NTT Docomo in Japan, no one else is in Japan, I'm no longer there, and wouldn't it be such a hassle for us to find someone to buy it there, and send it over? I've resetted to the very beginning and the only way to activate it is to insert an NTT Docomo sim. I hope they find a solution to this. I've already gone to the service center and they told me the same thing.
