Unable to register UDID on iPhone 5c to install iOS 9 beta

Unable to register UDID on iPhone 5C to install iPhone 9 beta as part of Step 3 in below link. The "+" sign is disabled on my account. When I click on the "+" sign nothing happens. Has anyone seen this issue before?

2. Sign in to Certificates, Identifiers & Profiles and click the ‘Devices’ link under iOS Apps.

3. Click the ‘+’ symbol to begin the registration process.

I had the same issue. I had to reset my list of devices for the new year or cycle or whatever you want to call it. During the reset you can choose which devices you want to remove. You can just roll the whole list over if you want. Once the rest is done, you will then be able to hit the "+" and add a new device assuming you haven't reached the max limits.
