Sierra AutoUnlock - Proxy device not cloud paired

So I've finally gotten the "Allow your Apple Watch to unlock your Mac" checkbox to appear. However when clicking the checkbox, I get the "turning on" message for a very long time, and it finally fails.

In the console logs, it appears that my Mac's sharingd process tries to communicate with my iPhone:

Enabling device <SFAutoUnlockDevice: XXXXX, uniqueID:XXXXXX bluetooth ID: (null), cloud paired: YES, modelIdentifier:Watch1,2, name:My Apple Watch, unlockEnabled:NO>, id XXXXXX
Sending SDUnlockSetupRequest <SNIP>
Sending type:101, sessionID:XXXXX, destinations:<SNIP>
<SNIP>
Received SDUnlockSetupCreateRecord
invalidateResponseTimer
Added keychain item

And finally an Error:

Proxy device not cloud paired

Sadly, searching on most of these strings results in absolutely nothing. Does anyone have a hint what "Proxy device not cloud paired" means? I can't find it in any developer documentation.

For reference, I've turned off iCloud on both my mac and iPhone. I've unpaired and resetup my watch. I've disabled bluetooth, thrown away preference files, turned off auto-handoff, and not sure what else any more... None of these have resulted in progress here.

I have the same issue here, but on mine the option to click to allow the apple watch to unlock the mac just disappeared, I had the option at first but after I tried to set it up it didnt work and now it's completely gone.
