Needed some suggestions on how to go about with the flow of steps to add functionality in my app to add a method for filtering objectionable content
as well as flag/report button for reporting inappropriate or objectionable content.

Employ moderators who check all new content in the app, and remove it if it violates the EULA.

You should have a "Report this user" ~ "Report this image/video/content" button inside the app to allow users to report offensive content, etc.

Give your users a way to block other offending users, so the blocked user cannot send them messages, etc.

If someone reports a user or content, and if the report is valid, your moderator is expected to act to remove it within 24 hours.

You must be able BAN violators from your app so that they can no longer participate.
In order to accomplish the above, you would typically need a backend that handles user registration, uploads, downloads, logins, blocking/banning etc.) Google is your friend for server software packages to find something that fits your needs, budget, etc.
Usually what is required is some convenient way for a user to inform you of an objectionable post (e.g. a Contact Us button) and a method for you to delete the post and block the poster, if appropriate
