Using GM version of xcode but can't submit a new app version

New apps and app updates must be built with the public (GM) versions of Xcode 6 or later, macOS, and iOS SDK. Don't submit apps built with beta software including beta macOS builds.

I'm using the GM xcode Version 7.3.1, have updated today the MacOS system from App store but got the above error. What is going wrong?

The GM version of 7.3.1 (7D1012) is basically a beta and not allowed for building to submit to the store.

Download the release version from the MAS. If you check Xcode/About, you should be using Version 7.3.1 (7D1014)

As for the latest version OS X, know that Apple has a consistently nasty habit of releasing tools before updating the backend, so if you updated to the current El Capitan, you'll need to wait (or revert your OS) until they set the flag on the backend to bless it for the public.

Dodgio's reply is workaround solution in this link https://forums.developer.apple.com/message/174833#174833

And... i can't understand why Apple repeats these mistakes.

Same issue. Using the Version 7.3.1 (7D1014) and updated El Capitain yesterday. Getting the same error. Com'on Apple!! 😠

Ref. My reply.
