When beta 2 is released, where do I go to download it?

It's released when it's ready. New betas have never been announced.
You can daownload it OTA or at the same place where you got beta 1.

Betas are only available to paying developers. (99$ a year for access) If you are a paying developer then you go to the "Member Center" from the developer login portal. Then click on "SDKs" in the top left of the main content section. Then click the huge "iOS 9" button. (next to OSX from left to right) Then click on the download button on the top right hand side of the page.
From there you can select the model and firmware you need. There is also help for you to choose the right firmware (usually only matters if the device you own has modified software for a specific region in the world).
We aren't certain this next beta will be OTA just yet. That has not been publicly announced. Sometimes the 1st Beta is changed significantly enough to require a complete "reflash" and if so Apple will advise developers of that in the release notes.
