Teathering seems broken on my device with beta 2. Going to report this to Apple as well but was curious if anyone else is seeing the same?
iOS 10.1 Beta 2 - Teathering
Testing it right now, typing this. Using my iPhone 7 Plus and it works fine. The iPhone is also rundning on beta 2, by the way.
