IMO, this "feature" is more annoying than it is helpful.

I opened a case with Apple support and right now the word is:

I see more and more MS-Windows functionality being implemented in macosx. This type of featurewas criticized when it came out in MS-Windows, long years ago. Now is a cool feature in macosx; which is NOT. Now you need two hands to move your windows around without being snapped to edges. Where's the User Centered Design?!, the do more with less. Now I need to read a manual to even know how to move the windows around?.
