Cannot enroll in the Apple Developer Program

I was enrolling as an individual developer but every time I after I accepted the terms and conditions, it always says "We’ll be back soon. For details and updates, see the developer system status page.", yet the status page shows enrollment as "available."
Is this normal? Is it a problem with Apple servers or just with my account somehow?
Wasn't that long ago there was a very busy thread here with many complaints similar to yours. You might want to search for those, and see if anything has changed recently, but again, this isn't a new issue and your question seems to confirm it is ongoing.

I've been getting the exact same behavior when I try to enroll. I've been trying to enroll for over a week now. Support doesn't seem to have any idea what the problem is.

I have the same problem, I can't finish to enroll my Apple developer program, I can't choose my entity type, so what can I do ?
