Not knowing what you've tried already means a risk of repeating suggestions...such as:Tty many way.
Make sure any connected iPhones/devices are unlocked then trying installing again.
Select Xcode => Preferences => Accounts => Sign in with your app specific developer account => and select Download Manual Profiles
Open Devices and Simulators and unpair all paired devices
Move to Xcode 11.6 and try again, being sure to clean that project first.

I didn't have to downgrade xcode, but after the first 3 steps, I was good. Thanks so much!
I had iOS build-master responsibilities dropped on me so having to learn this stuff quickly and been just one challenge after another. This issue one of them. Thanks again for the solution.
