All iOS users will be asked permission to track when their first launch each app in iOS 14?

Hi, there.
I'm wondering if people who already installed my app will be asked permission to track their first launch? (same as new user after iOS 14?)

And, is there a default ad tracking setting for user who enabled OR disabled LAT in iOS 13?

I think it will only ask for permission if you update you app to popup the alert to request permission.
