We are observing a discrepancy between the number of conversions that we see in the search ads interface, and the actual number of downloads that that translates into. We target users who don't have our app installed.
Basically, there appears to be a bug in either the conversion reporting, or in the download reporting. For us, even the total of the day before, the day of the conversions and the day after, does not total up to the number of conversions reported.
