İ cannot open xcode. Whenever İ launch that doesn't pop up. But İ can see Xcode on menu bar. how can İ solve this one?

reboot the Mac
if not enough, reinstall Xcode
yes İ can see complete Xcode menu bar.
İt is 10.15.6.
Xcode is 11.6. (latest version).
Nothing happened apart from that menu bar.
Already tried both reboot and reinstall.

There is a window tab in menu bar İ can launch Xcode window from that.
