Hi,

in our e-commerce, we have to implement a payment method like apple pay.
To test and use sandbox account we should to buy subscription for an apple developer account?

One of the requirements for setting up Apple Pay is to create a Merchant Identity and Payment Processing Certificate, and in some cases tie these to a specific domain being used to process payments. See this video on configuring your developer account for Apple Pay, where it describes having an Apple Developer Account membership is required to get started with Apple Pay.
