How to apply for unrestricted voip entitlement for in-house app?

My company wants to build there own app to be distributed only in-house. For this app we need to have com.apple.developer.pushkit.unrestricted-voip entitlement to be able to handle special cases. How do we apply for this entitlement?

There isn't any submission point for this entitlement, as it's not one most voip apps should need. You can use a TSI (Technical Support Incident) to contact DTS and discuss whatever problems you're having, but you should not expect that you'll be approved for the entitlement. At this point it's really only granted if there simply isn't ANY other way for the app to function.
