I do not see the TouchBar simulator in the latest version of Xcode 8.1 (8B62).
In Xcode > Window, I don't see Show Touch Bar below Organizer.
Any is having the same issue?

Which version and build number macOS are you on?
From Xcode 8.1 release notes
Note: To develop apps that use Touch Bar, you must run Xcode 8.1 on macOS 10.12.1 build 12B2657 or later.
I have the same question, also running 8.1 (8B62) and the latest version of Sierra.

Which build number? ..there are two versions of the 'latest' version of Sierra, so if your latest wasn't downloaded and installed today, it might not be the correct latest.

I don't see any Touch Bar simulation option at all. The NSTouchBar cataglor app also appears to be 'blank'

That is the wrong configuration - you have the old version of 10.12.1...you need to install the new version of 10.12.1 - read this thread.
This version of the macOS isnt showing up in the MacApp Store for me. If I install it from the download link, will that put me on a beta OS? I'd prefer not to do that.
If you want the latest build 16B2657, you can download from https://support.apple.com/kb/dl1897?locale=en_US like an update.
I have 10.12.1 installed on my Mac (updated from MAS), but apparently not the right build number.
Can someone confirm that a download from the MAS now should do the trick now? I wonder why they just didn't send out a 10.12.2.
