I have been rejected VPN apps a few times due to that reason, even though I have switched the Entity Type to organization. I have replied to the inspector to remind "I am already switched account type" with screen capture too. The inspector also replied to me "We will continue with the review ..." but came back with a rejection, just the same article from the guideline.
Can you please help me, What actually they want from me.. Don't know what to try next..

All VPN apps submitted to the App Store must be submitted from an Apple Developer Program account registered to a company or organization.
