No Signing Certificates in Xcode

I was having trouble putting my app on my iPhone, so I decided to remove all certificates, delete and reinstall Xcode, and re-create certificate, identifier, and profile on Apple Developer. I have macOS Catalina and I have an iPhone 6S.
I currently have Xcode 10.1 installed. These are the steps I followed.

  1. I requested a certificate authority through certificate assistant.

  2. On the Apple Developer website, I created a certificate, uploaded the certificate request, and downloaded the certificate.

  3. Opened the certificate in KeyChain Access.

  4. Created Identifier and Profile on Apple Developer website

  5. Opened mobile provision file in Xcode

When in Xcode>preferences>account>manage certificates…, I keep seeing no signing certificates. I can see the certificate in Keychain Access as well as the private and public key. Has anyone else had this issue before? Please advise.
