If you’re trying to build and run locally — either on the Mac or on a personal iOS device — you can do that using any Apple ID (like the one you used to post here on DevForums). This feature is known as Personal Team in Xcode.
If you’re working on behalf of an organisation, you can have them invite you to their team.
If, however, you want to distribute apps widely as yourself then, yes, you’ll need a paid developer account.
