Cannot create provisioning profile for ios developement

Hello,

my provisionning profile for ios developement have expired so i try to create it again, but i can't do it.

I have delete my profile in Xcode -> Preferences, close Xcode and delete all certifacte in KeyChain Access.

I open Xcode ->Preferences add an account, i can reset ios developement so i do it, and the create button appear just 0.5s and dissapear, so i can't create the provisioning profile for ios.

When i connect in apple developer i have only a welcome message can do nothing more.

When the problem start i was on Xcode 8.0 so i upgrade to 8.1 but nothing change, and i'm on OS X EL CAPITAN.

No haven't find a solution for now, i have been in contact directly by the apple support, they advice me tutorial, go to developer forum, i said i have already try that, and they tell me there is no technical support for the free developer program, so we have the choise to wait that someone find a solution or subscrire to the apple developer program, i see a lot of problem with the free provisioning profile...

so i have paid a developer account and suprise, it works... So thank you Apple for every time loose and to force people to buy developer account.
