I am developing a app where user can purchase online streaming of an event or he can buy tickets by selecting no of person to attend the event.
I think that we should use in-app purchase for online streaming which should be consumable as after event date is expired than user will not have access for event.
Should we use Apple pay or paypal for buying tickets?
Please advise me on these points. Thanks in advance.
You might be able to operate under 3.1.3 in the guidelines and not use IAP. If you use IAP then Apple collects the revenues and distributes it directly to you - no Apple Pay or PayPal.

Can we use Apple pay to purchase "on line streaming" content to user? I think we can't do, i should use IAP for this scenario.

I believe you should use IAP.
Apple pay and IAP are two different things.
One is a payment scheme and the other is a transaction process.
Apple Pay just hands off to a payment processor (credit card company etc.) where IAP involves direct iTunes billing via Apple, where Apple takes their 30% of the transaction.
IAP should be used in your example, only for pre-recorded content, not live.
