I got reply from Apple:

  • The account that submits the app must be enrolled in the Apple Developer Program as an organization, and not as an individual.

But for the app that I want to upload is for individual purposes. I do NOT collect or save any user data by the app.
For the problem above, does it come from meta information? or any?
Currently i do not have organization account. Please give advises, do I need to remove the app and create to upload again?
