Apple confirmed today that iTunes Connect will be unavailable for a five-day period lasting from December 23 to 27

iTunes Connect will be available....

From the announcement:

"New apps and app updates will not be accepted December 23 to 27 (Pacific Time), so any releases should be submitted, approved, and scheduled in advance. Other iTunes Connect and developer account features will remain available."

Also note that in the past, they've re-opened submittals/updates earlier than the announced date, but done so silently.

My advice is to not wait for the schedule to get things done - everyone will rush then... and don't be surprised if bigger sales/downloads occur the first week in Jan. vs. over Christmas week.
