Can't Sign up for Search Ads

Hi,

I'm trying to sign up for a search ads account. But when I enter my phone number for the primary contact details it does not recognize it as a valid number.

I tried multiple numbers, browsers, and my team members even tried with the Apple IDs.

No luck.

Any support link I find, ends up just taking me to the sign up page, so I can't even contact apple for help.

Does anyone have any ideas how I can sign up for search ads? My account and phone number are in Canada, so I don't think it's an issue of being in an unsupported region.
